Les crimes de guerre commis au Liban doivent être jugés par la Cour pénale internationale !

Citoyennes et Citoyens du monde, attachés aux valeurs universelles qui fondent la civilisation et au respect absolu de la Charte de Nations unies ainsi qu'à d'autres Conventions internationales qui énoncent les principes majeurs qui doivent impérativement être respectés par tous les Etats de la planète sous peine d'un recul tragique des droits humains, nous exprimons notre vive condamnation contre les crimes perpétués par l'armée israélienne à Cana, qui ont entraîné la mort volontaire de dizaines de civils libanais, en particulier d'enfants et de bébés.

Ces crimes, qualifiables de « crimes de guerre », ne peuvent et ne doivent pas rester impunis pas plus que d'autres qui se révéleraient. Il en va du respect de la justice humaine sur cette planète et de l'avenir des relations internationales.

Citoyennes et Citoyens du monde, nous considérons comme un devoir et un droit imprescriptibles de traduire les responsables de ces crimes, en particulier le Premier ministre israélien, M. Ehud Olmert, devant la Cour pénale internationale absolument qualifiée pour en juger.

La Cour pénale internationale peut être saisie de diverses manières et non pas seulement sur décision du Conseil de sécurité de l'ONU. En particulier, le Procureur de la Cour pénale internationale peut en décider sur la base et au vu des plaintes déposées qui lui sont transmises.

Estimant que les autres voies de saisine de la Cour pénale internationale se révèlent actuellement bouchées du fait d'un blocage prévisible de la part de certaines grandes puissances et de l'impossibilité pour le Liban de la faire actuellement, alors qu'il n'est pas partie du traité instituant cette Cour, nous décidons de prendre fermement le relais des défaillances des institutions actuelles et de rassembler, au niveau mondial, toutes celles et tous ceux qui ont à cœur et veulent défendre la justice et le droit mais aussi porter un coup d'arrêt aux politiques de force aveugle et brutale en les sanctionnant.

Cet « Appel de Paris » est lancé à travers le monde. Il se veut rassembleur de toutes les individualités et sensibilités respectueuses des droits humains et décidées à apporter leur contribution à leur pleine réalisation sur terre.

Pour que l'avenir ne répète à l'infini pas ce triste et insupportable passé, qui s'est déroulé à Cana mais aussi à Gaza, la Cour pénale internationale doit être saisie et doit juger.

Nos signatures valent plaintes. Elles seront déposées et transmises au Procureur de la Cour dès que leur nombre sera significatif pour que notre démarche citoyenne soit efficace.

Il y a urgence. Sans attendre nous décidons de former une chaîne humaine sur les cinq continents pour exiger justice et réparation. Justice et droit pour le Proche-Orient !

Beirut, August 13 – Marking the passing of a month on Israel's war unleashed on Lebanon, we, members of civil society that had mobilized from the first days to aid and support the victims of this aggression, launched this Campaign of Civil Resistance. In addition to marking the one-month anniversary of this latest Israeli war against Lebanon, and the anniversary of the Geneva Conventions, (passed August 12, 1949), on August 12, communities around the world protested against the Israeli aggression on Lebanon.

Here, in Lebanon, the first convoy of civilians was to depart on August 12 to the south, whose final destination, pending questions of security on the ground, was to reach Nabatiyeh. The mission of the convoy, as the mission of the campaign, is to mark a stand in solidarity and unity of all the people of Lebanon, to break the siege on the south, and to defy Israel's policy of forced expulsions, terror and organized massacres of civilians.

We convened on Martyrs' Square at 7:00 am on August 12th morning. More than 200 people were gathered, supported by more than 50 participants from 19 countries. Fifty cars, carrying more than 250 rations of food and medicines, with more than 15 representatives from the local and international media, proceeded on the path to the south.

Israel out! An open letter from Australian students

We join with people from across the world in condemning Israel's brutal attacks on Lebanon and Gaza as outright acts of state terrorism. Israel has carried out a reign of terror against the people of Lebanon and Palestine that has targeted civilians and infrastructure.

Hundreds of people have been murdered, overwhelmingly civilians, and the death toll is rising constantly. Over one-third of the dead are children. There are reports of Israel using chemical weapons and depleted uranium bombs. The Red Cross has claimed Israel is deliberately targeting ambulances attempting to assist the wounded.

The brutality of Israel's war was brought home by the Qana massacre. Over 60 civilians, the majority of them children and many having fled Israeli bombing in southern Lebanon, were murdered by an Israeli bomb. The outrage against this war crime was so great that Israel was forced to order an investigation. However, Israel has continued to ignore growing calls for a cease-fire, continuing to carry out bombing raids against civilian targets.

Meanwhile, Israeli attacks on the occupied Palestinian territory of Gaza have continued, with 150 Palestinians murdered over the last month. Israel has transformed Gaza into a massive prison.

We join with people from across the world in calling on Israel to immediately halt its military attacks on Lebanon and Gaza, and to withdraw its troops. We insist that the United States government cease its support for the Israeli war machine, without which it could not carry out its murderous war against the Lebanese and Palestinian people.

We call on the Australian government to stop backing Israel's aggression and to join in the calls for Israel to stop its military attacks.

We urge students across Australia to participate in emergency protests being organised calling for Israel to stop its war.

Nous allons très bien,

Les dernières décisions d'Israël ont bien simplifié les choses, rien n'arrêtera plus, semble-t-il, sa volonté de tout casser, de tout écraser, pour aboutir à la seule solution qui puisse satisfaire son réel désir de "paix" : l'extermination de l'adversaire, l'anéantissement de toutes ses capacités de réagir ultérieurement.

Dans ce genre de combat, il arrive qu'on achève les blessés. Mais aujourd'hui, un pas de plus a été franchi dans l'escalade meurtrière : on achève les morts !

Hier, 8 août, des habitants de Ghazieh enterraient quinze morts (score relativement maigre pour la saison), le cortège funèbre avançait lentement dans l'artère principale du village avec quinze cadavres (sans cercueils) portés à bout de bras sur des civières. Belle cible pour un bombardier professionnel au tir infaillible. A-t- il rigolé en canardant le cortège, en voyant les malheureux détaler et laisser tomber leurs morts sur la route ? Comment va-t-il raconter son exploit ? Aura-t-il droit à un bonus dans la compétition "massacres de civils" ? Marwahine, Nmeyrieh, Srifa, Qana, Aytaroun, Taybeh, Kaa, Sour, Ansar, Machghara, Brital, Baalbeck, 'Ersal, etc.… etc.…

Le jour même (8 août), les morts de Chyah n'ont eu droit qu'à un carnage plus banal : deux immeubles de quatre et six étages dans un quartier populaire de Beyrouth, surpeuplé pour cause d'hébergement de réfugiés venus d'ailleurs, banalement bombardés et réduits à un banal tas de pierres informe. Une quarantaine de corps ont été retirés, une trentaine d'autres (au moins) sont encore sous les décombres. Laissez-les là où ils sont, laissez-les en paix sous les pierres de leur demeure terrestre, vous risquez en les rendant à l'air libre (libre ?!!!) de les mettre en péril… et qui sait si le cimetière où vous destinez leurs dépouilles est un endroit où ils pourront reposer en paix ?

« Nous devons réduire en poussière les villages du sud… Je ne comprends pas pourquoi il y a encore de l'électricité là bas… » [Haaretz, 28 juillet] C'est par ces mots que Haim Ramon, ministre israélien de la justice, résumait ses recommandations pour la suite de l'offensive militaire au Liban. Il ne va pas bien, M. Ramon. Détruire les villages ne lui suffit pas, il faut les réduire en poussière. Nous priver d'électricité ne lui suffira pas, il faudra nous priver d'oxygène. Tuer les civils ne suffit pas, il faut empêcher qu'on les enterre. Il n'ira jamais bien, M. Ramon, parce qu'au bout de sa rage, les morts pourront le désigner à ceux qui, comme eux, avant eux, partagent dans un autre espace, le paradis réel ou imaginaire des morts par terrorisme d'Etat (cathares, huguenots, juifs, tziganes, arméniens, palestiniens, …).

Nous, par contre, nous allons bien, ceux d'entre nous qui vont mourir iront bien. Les autres aussi. Les uns et les autres nous regarderons d'un œil fatigué mais serein, sans illusions et sans inquiétudes, le monde mis en condition d'asservissement sous le poids écrasant d'un impérialisme technocratique totalitaire, et sous la pression des mass media, viles et serviles, qui traqueront les individus jusque dans la salle à manger, la chambre à coucher et la salle de bains. Les inégalités et les pouvoirs abusifs atteindront des degrés d'insanité que les empereurs fous de Rome n'ont pas eu les moyens d'atteindre.

La pusillanimité, en politique, est la plus criminelle des erreurs (ou des lâchetés). Quand Chamberlain et Daladier, en 1938, cédaient le territoire des Sudètes à Hitler et signaient les accords de Munich, ils croyaient avoir sauvegardé la paix. Depuis 1990, l'Europe fait bien plus et bien pire, les œillères tournées vers l'Atlantique, les oreilles dans des casques branchés sur la traduction simultanée du Mein Kampf de George Bush, les mains crispées sur le pouvoir d'achat de l'Euro et les valeurs boursières, la peur au ventre et le cerveau amnésique après résection de la mémoire républicaine, l'Europe s'aplatit devant l'expansionnisme américain, et veut ramasser les miettes de profit qui traînent dans le sillage de l'insatiable conquérant du monde.

Dans l'adversité et dans la diversité, dans la douleur et dans la dignité, le peuple libanais et ses dirigeants ont choisi l'union, la solidarité et la proclamation en face des géants du monde du droit à la justice, à l'indépendance et à l'intégrité du territoire. Nous allons bien parce que nous sommes en harmonie avec les valeurs auxquelles nous croyons et que les lois internationales sont sensées nous garantir. Et vous ?

La bataille du Liban a tout d'une épopée. La disproportion des belligérants, l'héroïsme des faibles, l'énormité des carnages, l'irréductibilité des volontés, et surtout, surtout, la dimension des enjeux au-delà de la guerre. Les actes de violence meurtrière, de tous bords, Grecs ou Troyens, Rome ou Carthage, Axe ou Alliés, Arabes ou Israéliens, sont toujours des actes condamnables, évitables, injustifiables. Mais l'enjeu se trouve ailleurs, il est éthique et culturel, il est dans la capacité de l'esprit à placer les valeurs morales au-dessus de la guerre et de la politique, il est dans la capacité de la communauté humaine à construire l'avenir sur le meilleur d'elle-même. Et c'est en fonction de cela que nous pouvons dire, sans crier ni trembler : nous allons bien, et vous ?

parce qu'en raison même de ces corps brûlés, déchiquetés, criblés d'éclats, nous avons droit au langage et à une solidarité qui vaut son poids d'espérance

parce que chaque fois qu'un assassin décharge sa fureur il perd cette partie de lui-même dont la force s'épuise au moment où il la lâche, et que celle de ses victimes échappe à sa barbarie et se fond dans l'universelle tragédie de l'homme, celle qui, d'Hécube à Nesrine Saloum, se dilate irrépressiblement, emplit le vide laissé par la bêtise guerrière, clame la toute puissante affirmation qu'il y a quelque chose d'autre à quoi faire place. parce que les massacres, les bombardements, les destructions, les déplacements forcés de populations prennent le rythme d'une routine banale un peu plus insignifiante chaque jour

parce que la Méditerranée est en deuil de Byblos à Tyr et gardera son costume noir de mazout pendant des années,

parce que le lait, les œufs, les vignes de la Békaa ont été les cibles sans gloire des plus lâches soldats de la planète,

parce que la guerre du Liban, par son côté spectaculaire, en occulte une autre, plus grave, plus horrible, celle qui, à Gaza, déshumanise tout un peule humilié, privé de travail, d'eau, d'électricité, de droits, régulièrement massacré, enfermé dans ce qui est en train de devenir un vaste camp de concentration

parce que les rapports, les articles, les documentaires, les appels, les dénonciations, s'enlisent dans le marécage putride des Nations Unies, se diluent dans l'anergie des messieurs en costume et cravate, dont les jactances s'arrêtent net au moindre courroux du Grand Patron au veto méprisant, péremptoire et sans appel.

(entre 1972 et 2003, 39 projets de résolutions du Conseil de Sécurité à l'encontre d'Israël se sont heurtés au "droit" de veto des Etats-Unis. 39 fois le "droit" d'un seul a primé sur la volonté de la communauté internationale,

sur ces 39 dénis de justice, 11 concernaient les agressions israéliennes sur le Liban)

parce que les "smart bombs" de Bush poursuivent leur voyage tranquille grâce aux bons soins de son commis britannique et qu'hier 6 août était l'anniversaire de la bombe d'Hiroshima "……En plus des lésions de criblage classiques dues aux éclats, les blessés présentent des brûlures associées à la tête et aux bras, sur les parties découvertes du corps. Enfin, les membres touchés sont très délabrés, comme s'ils avaient été déchiquetés par une mine. Tout cela ressemble à des effets de bombes à fragmentation tirées par drones avec des sous-munitions à retardement……" (Régis Garrigues – Médecins du monde)

We are fine

Because our mind is not under siege by the brutal force Because those burned, riddled and shredded bodies are for us the exact reason for expression and solidarity that are worth hoping for Because each time a murderer discharges his fury, he exhausts the power within himself as soon as he releases it, whereas his victims' escapes to his cruelty and blends with the universal tragedy of Man, from Hecube to Nesrine Salloum, the one that dilates irrepressibly, fills the void left behind by the warlike stupidity and claims the all mighty assertion that there is something else to do than what is happening.

We are not fine

Because the massacres, the bombing raids, the destructions, the forced displacements of people have taken the rhythm of a banal routine, a little more insignificant each day Because the Mediterranean, from Byblos to Tyr, is in mourning, and will hold on to its black suit of fuel for years, Because the Bekaa milk, eggs and vineyards were the shameful targets of the most coward soldiers of the planet, Because the war of Lebanon, with its spectacular side, conceals another one, more serious, more horrible, the one of Gaza that dehumanizes a humiliated people, with no work, no water, no electricity, no rights, regularly massacred, locked up in what is becoming a huge concentration camp, Because the reports, the articles, the documentaries, the calls and the denouncements engulf in the putrid UN marsh, dilute themselves in the "anergia" of the suit and tie gentlemen who's babbling gabs immediately stop at the first wrath of the Big Boss with his despising, peremptory and irrevocable "veto".

(Between 1972 and 2003, 39 Security Council resolutions against Israel were vetoed by the United States. 39 times the "right" of one party alone has won over the will of the international community.

Of those 39 denials of justice, 11 were about the Israeli aggressions on Lebanon)

Because Bush's "smart bombs" carry on their undisturbed journey thanks to the good care of their British clerk,

and because yesterday, August 6th was the anniversary of the bomb over Hiroshima

Open letter to Canadian FM Peter MacKay

Dear Mr. MacKay, Minister of Foreign Affairs,

Re: Foreign Affairs Committee August 1, 2006.

What kind of hypocrisy is this?

How do you define terrorist? Why do you constantly refer to Hizbullah as a "terrorist army"?

By definition, terrorism is violence directed at civilians, at non-combatants. Most of the casualties of Israeli aggression are civilians. Most of the casualties of Hezbollah violence are Israeli soldiers. Israel by definition is a terrorist state.

(Aug 1 - 50 killed in Israel, 500 killed in Lebanon.)

The Israeli soldiers were not "kidnapped". They were captured. One combatant capturing another combatant. Your repeated use of the word "kidnapped" belies your political agenda and obvious bias.

"Lebanon is not "being held hostage by Hizbullah" as you stated today. The Christian President of Lebanon, Emile Labour has said Hizbullah has his endorsement to defend Lebanon (CBC). The Muslim Prime Minister has not objected. The Lebanese army is practically non-existent, and does not have the capacity to defend Lebanon. Hizbullah was created by Israel's first occupation of Southern Lebanon. Hezbollah has earned the right to defend Lebanon despite UN Resolution 1559. However, Hariri had made significant headway in disarming Hizbullah and drawing them into the political process whereby they gained representation and seats in the Lebanese parliament. Whether Hizbullah had been currently incorporated as part of the Lebanese army, or became incorporated into the Lebanese army in the future, does not justify Israel's destruction of Lebanon. Lebanon has a right to defend itself.

For the capture of 3 Israeli soldiers, while 9,800 Palestinian political prisoners remain in Israeli jails, this is a measured response? To destroy Lebanon, to destroy Lebanese civilian infrastructure, to displace and make refugees in their own country 800,000+ Lebanese, this is a "measured response"?

Israel by its own admission was looking for an opportunity, an excuse, a PR moment to invade Lebanon and "root out Hizbullah".

And now unfortunately Israel's massive attacks on Lebanon and the destruction of Lebanon has drawn attention away from Palestine. Israel is using this distraction has a means to continue to pommel Gaza too. This is unacceptable. This is criminal.

The root cause of this crisis must be addressed - - which is the on-going injustice of Israel towards Palestinians, and Israel's arrogant disproportionate response to a simple capture of two Israeli soldiers on Lebanese territory, Sheba'a Farms. (Whether the Israeli soldiers were captured on Lebanese or Israeli territory is not overly significant, the response is criminal.)

If Israel is allowed to defend its borders, although they change daily, than Palestinians and Lebanese are allowed to defend their borders too. If Israel has a "right" to exist, then so too do Palestinians and Lebanese.

Canadians are very angry regarding Canada's endorsement of Israeli aggression. This must be resolved by addressing the root cause of instability in the Middle East - - Israel, with its US, British and now Canadian backing.

Where is the current Conservative government's loyalties. Where are Stephen Harper's loyalities? Prime Minister Harper and yourself appeared more upset by the capture of 3 Israeli soldiers, than by Israel's murder of Canadians, including a well-respected unarmed Canadian UN observer.

Ask yourself, why are you so comfortable to blame Hezbollah, but shy to make any direct criticism of Israel?

About the Israeli commando operation on Baalbeck where 5 members of the Hezbollah were captured:

The parachutists landed on a hospital: Dar el Hekmat.

The glorious battle of the elite soldiers provoked 17 dead among which eight children.

The five people who were captured are ordinary civilians living in a house near by. Two of them, a father and his son, are called Nasrallah and have no relation whatsoever with the Hezbollah leader (Nasrallah is a common name not only in Lebanon, but in the Middle East. Such as Youssri Nasrallah, famous Egyptian filmmaker and Christian (please forgive this distinction, Youssri my friend, it's for the good cause) well known in the French film world). It's very possible that they would have been Hezbollah sympathizers, as are more than one million people in Lebanon, but they are not on the staff of the Hezbollah.

Inside the car that rushed out of the hospital area and that was chased and filmed by the Israelis were a man and his wife, eight-months pregnant. The first rocket hit the back of the car. The two passengers leave the car screaming for help. The helicopter makes a U-turn and shoots again. The man manages to escape, the woman doesn't. A little bit later, the neighbors rush to the car and find her dead, with an exploded belly and the fetus projected outside.

News announcers of TVs, it's with great sorrow that I announce to you the death of Nesrine Salloum, eight months pregnant, and a victim of the heroic mission of a worthy Israeli commando on terrorist grounds. For her, I claim one minute of silence (the least to gain over your lies).

Dear Mr. Bush,

We heard you express your regrets regarding the casualties of Israel's ravaging war against my country, Lebanon.

I hope you have been furnished with a true profile of the atrocities being perpetrated in my country. You pose as being at war with terrorism. Let me honestly tell you: Charity starts at home.

Israel is wantonly indulging in the most horrendous forms of terrorism in Lebanon: indiscriminately killing innocent civilians at random; not sparing children, elderly or handicapped people; demolishing buildings over their residents' heads; and destroying all infrastructure, roads, bridges, water and power arteries, harbors, air strips and storage facilities. Nothing moving on the highways is spared, not even ambulances, trucks, trailers, cars or even motorcycles, all in violation of the Geneva Conventions and human rights.

The displaced population has reached more than one fourth of the total population of my country - all suffering the harshest and most miserable of conditions. The victims include thousands of killed and maimed.

If this is not terrorism, what is?

Israel's savage assault has been labeled retribution for Hizbullah's abduction of two Israeli soldiers. This smacks of collective punishment, which constitutes a brazen violation of the Geneva Conventions and human rights. Furthermore, the alibi is far from plausible. The two Israeli soldiers were abducted for the express purpose of reaching a swap of hostages with Israel. In fact, Israel had acceded more than once to such swaps in the past. Why would a swap of prisoners be acceptable at one time and a taboo, rather a casus belli, at another? This created a conviction among the Lebanese that the sweeping assault against them was premeditated, and the abduction was only a tenuous excuse.

Israel is indulging in terrorism at its worst, at its ugliest, using the most lethal and sophisticated weapons you have supplied them.

We the Lebanese are justified in seeing in Israel as a most atrocious terrorist power, and seeing in you a direct partner. Mr. President: You are indeed a terrorist practicing the worst variant of terrorism as you condone the annihilation of my country, precluding a cease-fire to be announced, supporting the aggression against my people politically and diplomatically and bolstering Israel's destructive arsenal with the most lethal weaponry.

Mr. President: You are not fooling anybody with your alleged war against terrorism. In our perspective, you and Israel are the most unscrupulous terrorists on earth. If you want to fight terrorism, we suggest that you start with your administration and your hideous ally, Israel.

You repeatedly claim that Israel is acting in self-defense. How preposterous! Self-defense on other people's occupied territory is tantamount to one thing: blatant aggression.

You call Hizbullah a terrorist organization. We call it a legitimate resistance movement. There would have been no military wing of Hizbullah if there had been no Lebanese territory under Israeli occupation, if there had been no Lebanese hostages languishing in Israeli jails, and if Lebanon had not been exposed to almost daily Israeli intrusions into its airspace and territorial waters, and to sporadic incursions into Lebanese land and bombardment of civilian targets.

You cannot eliminate a party by demolishing a whole country. This would have been achieved peacefully by Israel withdrawing from the land it occupies, releasing Lebanese prisoners, and desisting from further acts of aggression against Lebanon.

Israel is the most horrendous terrorist power. And you, Mr. President, are unmistakably a direct partner, and hence a straight terrorist.

Nous allons bien, malgré tout. Nous sommes dans l'obligation de bien aller. Parce que le désespoir qui nous guette serait vraiment la suprême victoire de la guerre sur la vie. La guerre, c'est l'ennemie de la vie, pas de la paix. En politique, guerre et paix sont cet ensemble de moyens et d'institutions qui permettent à certains hommes de dominer d'autres hommes (ex : le couple diabolique USA – ONU). La guerre est l'ennemie de la vie, laquelle n'est pas le contraire de la mort. Dans la nature, la mort fait partie de la vie, elle lui permet de se perpétuer. Alors que la guerre détruit la vie, l'empêche de se perpétuer. La pseudo trêve d'hier, machiavéliquement utilisée pour détruire davantage une partie de la zone frontalière, a permis à un grand nombre de villageois du Sud de se ruer vers leur chez-soi, et de voir de près la véritable signification de la guerre. Qui dira la douleur des pierres, la colère des fleurs, l'affliction des vergers ? Les pierres gémissent, je vous le jure, elles ont le regard d'un chien blessé à mort qui voit venir son maître. Ce n'est pas une plainte, c'est une question : POURQUOI ?

Pourquoi dit-on de certains actes qu'ils sont "inhumains" alors que seuls des hommes en sont capables ? Pourquoi les hordes guerrières, après avoir tué, massacré, saccagé, s'en prennent-elles aux pierres ?

Troie, Carthage, Numance, Jérusalem, Palmyre, … Varsovie, Sarajevo…

En 1982, à Beyrouth, le jour qui a suivi l'accord de cessez-le-feu stipulant l'évacuation de l'OLP et l'envoi d'une force multinationale (je ne me souviens plus de la date exacte, entre le 21et le 24août) fut illustré par un incroyable déluge de bombardements aériens pendant des heures sur des quartiers entiers complètement déserts, réduisant des kilomètres d'habitations à des tas de pierres méconnaissables.

Voir de près les décombres d'un lieu qui était habité par des hommes et a été détruit par d'autres hommes est une expérience que ni les photographies ni les télévisions ne peuvent retransmettre. Car l'émotion qu'elle procure est "entée" sur celle des hommes qui y vivaient. Sur les images que nous voyons se superposent alors celles de tout ce qui a disparu, invisible pour nous, mais que ces hommes-là voient encore. Images d'une vie devenue invisible, diffusées confusément par des visages hébétés, des mains agitées, des voix déchiquetées… La "paix" prochaine, injuste comme tous les traités de paix dictés par les plus forts, voudra "opacifier" ces images, mais y parviendra-t-elle ? "Insensé le mortel qui dévaste les cités !" (Euripide – les Troyennes).

Insensés ceux qui croient (ou plutôt prétendent) détruire les "foyers" du Hezbollah. Ils étaient des milliers, ils sont aujourd'hui des centaines de milliers. Un jour, les enfants libanais vous lanceront des pierres, et vous vous cacherez derrière vos blindés pour leur tirer dessus. Puis ils deviendront les combattants d'un autre "parti de Dieu", et cela indéfiniment jusqu'à l'effondrement de vos légions "opacificatrices".

En avril 1996, le bombardement par l'artillerie israélienne d'un camp de la F.I.N.U.L., à Cana, où se trouvaient de nombreux réfugiés fit plus de cent vingt morts parmi la population civile. Le 7 mai, Boutros Ghali, alors Secrétaire général de l'O.N.U., rendit public un rapport qui conclut au caractère probablement volontaire du bombardement du camp de Cana. Le Conseil de Sécurité ne donna pas de suite à ce rapport. Mais cela coûta son poste à M. Ghali, qui sera remplacé par un fonctionnaire, M. Kofi Annan, habile comptable au doigté élégant, attentif à ne pas froisser le Grand Patron : UBUSH Roi. Evitant les erreurs de son prédécesseur, il confie l'enquête aux Israéliens (Ponce Pilate, vous connaissez ?).

Les enfants de Qana dormaient cette nuit-là et ne semblent pas avoir été réveillés par les tueurs. Ils dormaient encore quand les secouristes les ont trouvés, nonchalamment couchés sur des coussins de pierres, couvert par des édredons de pierres, ni brûlés ni blessés (c'est quoi, ces saloperies de bombes, Monsieur Kofi Annan ?). Les images diffusées par les médaillés israéliens sont étonnantes de technicité (pourquoi n'ont-ils pas tiré sur ces camions qu'ils nous montrent, sur ces rampes de tirs du Hezbollah dont il ne reste pas la moindre trace ? Pourquoi, Monsieur Kofi Annan ?). Et les soldats de l'ONU, vos soldats, qui pendant plusieurs heures téléphonaient pour vous faire part du harcèlement des avions israéliens autour de leur poste avant d'être froidement assassinés, aurez-vous la décence de défendre leur mémoire, Monsieur Kofi Annan ?

A Aytaroun, village libanais de la région de Bint Jbeil – Maroun arRas, un homme s'est trouvé les jambes coincées sous des décombres. Il avait un téléphone portable et il téléphona à un ami à Beyrouth. Pendant cinq jours, les deux hommes communiquèrent entre eux. (Aytaroun est inaccessible, faisant partie de la zone envahie par l'armée israélienne). Depuis quatre jours, le téléphone s'est tu. Le silence de cet homme de 40 ans, vous l'entendez, Monsieur Kofi Annan ?

Il est beaucoup question de "pierres" dans ce message que nous envoyons aujourd'hui à nos amis. Il y a seize ans, dans les ruines de Beyrouth dévastée par la guerre, toutes sortes de plantes, d'herbes, d'arbres, avaient poussé à travers les pierres des décombres, racontant la mémoire de tous les possibles. Les "smart bombs" de Bush vont peut-être nous transformer en pierres. Mais à Beyrouth nous avons appris que les pierres ont une âme, qu'elles enfantent des fleurs et que ces fleurs sont caressées par des vents qui font le tour du monde.

Nous allons bien, et vous, Monsieur Kofi Annan ?

Open letter to members of the United Nations Security Council on the situation in Lebanon / Israel

Dear Ambassador,

Amnesty International is gravely concerned at the Security Council's inaction to end blatant violations of international humanitarian law by both parties to the conflict in Lebanon and Israel for which numerous civilians on both sides of the border have paid a heavy price. The Council must take immediate measures to protect civilians in both countries.

The devastating attack on Qana on 30 July 2006 in southern Lebanon, in which the vast majority of victims were children, is symptomatic of the way in which this conflict has been fought to date.

Israel has failed to take necessary precautions to spare civilians. It has launched disproportionate attacks causing many civilian deaths and injuries. Israel has directly targeted civilian objects such as roads, bridges and power plants. In the case of the attack on Qana the Israeli authorities have claimed that Hizbullah used civilians as “human shields” — a tactic clearly prohibited under international humanitarian law. However, Israel has provided no evidence to support that allegation. Moreover, any such violation of international humanitarian law by Hizbullah would not have absolved Israel from its legal obligations to protect civilians by strictly observing the principle of proportionality. For its part, Hizbullah's firing of rockets against Israeli cities and towns violates the prohibition of direct attacks against the civilian population.

With evidence of war crimes mounting on a daily basis, Amnesty International supports the High Commissioner for Human Rights in emphasizing that international law demands accountability and requires individual criminal responsibility especially for those in command and control. Amnesty International is disturbed to see that a draft resolution circulating among Council members fails to make any mention of the need for parties to the conflict to respect their obligations under international law or of the need to establish accountability. These questions must be addressed in the resolution which the Council prepares to adopt. The Council should also demand that the parties to the conflict immediately take all measures to effectively protect civilians and civilian objects by observing fully the principles of civilian immunity, distinction and proportionality.

Amnesty International notes Israel's announcements that it will conduct inquiries into the deaths of civilians at the hands of its own forces at Qana. We are deeply disappointed that no investigations have been announced regarding other incidents involving civilian deaths. Amnesty International calls for a thorough, independent and impartial inquiry to establish the facts surrounding all alleged serious violations of international humanitarian law committed by Israel and Hizbullah in this conflict. Such an inquiry could be conducted by the International Humanitarian Fact-Finding Commission established under Article 90 of Additional Protocol I to the 1949 Geneva Conventions. The General Assembly stressed, in adopting resolution A/RES/55/148, “the possibility of making use of the International Fact-Finding Commission in relation to an armed conflict, pursuant to article 90 of Protocol I” and recalled “that the International Fact-Finding Commission may, where necessary, facilitate, through its good offices, the restoration of an attitude of respect for the Geneva Conventions and the Protocol,”

Amnesty International welcomes provisions in a current draft resolution circulating among Security Council members that call for an immediate cessation of hostilities and the need to create conditions for a permanent ceasefire and a lasting solution to the current crisis. Our organization is urging an immediate, full and effective ceasefire to protect civilians on both sides of the conflict. Amnesty International urges the Security Council to retain strong provisions to that effect in the resolution to be adopted. In addition, our organization urges the Security Council to adopt, without delay, a resolution that:

Calls on the parties to the conflict to immediately observe their obligations under international humanitarian law and to respect the principles of distinction and proportionality;

Calls on Israel and Lebanon to immediately accept the competence of the International Humanitarian Fact-Finding Commission established under Article 90 of Protocol I to the Geneva Conventions to carry out thorough, independent and impartial investigations of alleged grave violations of international humanitarian law such as in Qana and invite the Commission to visit their territories;

Calls on all states to exercise their jurisdiction over persons suspected of war crimes and other crimes under international law in the current conflict to ensure that there will be individual accountability;

Calls on the parties to the conflict to allow immediate and unimpeded humanitarian access to civilians and to ensure their unhindered and safe passage from areas of military operations and urges the international community to support the United Nations in creating the conditions for the protection and assistance for all persons displaced by the current conflict
