Il en va du respect de la justice humaine sur cette plan&#232;te et de l'avenir des relations internationales.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Citoyennes et Citoyens du monde, nous consid&#233;rons comme un devoir et un droit imprescriptibles de traduire les responsables de ces crimes, en particulier le Premier ministre isra&#233;lien, M. Ehud Olmert, devant la Cour p&#233;nale internationale absolument qualifi&#233;e pour en juger.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;La Cour p&#233;nale internationale peut &#234;tre saisie de diverses mani&#232;res et non pas seulement sur d&#233;cision du Conseil de s&#233;curit&#233; de l'ONU. En particulier, le Procureur de la Cour p&#233;nale internationale peut en d&#233;cider sur la base et au vu des plaintes d&#233;pos&#233;es qui lui sont transmises.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Estimant que les autres voies de saisine de la Cour p&#233;nale internationale se r&#233;v&#232;lent actuellement bouch&#233;es du fait d'un blocage pr&#233;visible de la part de certaines grandes puissances et de l'impossibilit&#233; pour le Liban de la faire actuellement, alors qu'il n'est pas partie du trait&#233; instituant cette Cour, nous d&#233;cidons de prendre fermement le relais des d&#233;faillances des institutions actuelles et de rassembler, au niveau mondial, toutes celles et tous ceux qui ont &#224; c&#339;ur et veulent d&#233;fendre la justice et le droit mais aussi porter un coup d'arr&#234;t aux politiques de force aveugle et brutale en les sanctionnant.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Cet &#171; Appel de Paris &#187; est lanc&#233; &#224; travers le monde. In addition to marking the one-month anniversary of this latest Israeli war against Lebanon, and the anniversary of the Geneva Conventions, (passed August 12, 1949), on August 12, communities around the world protested against the Israeli aggression on Lebanon.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Here, in Lebanon, the first convoy of civilians was to depart on August 12 to the south, whose final destination, pending questions of security on the ground, was to reach Nabatiyeh. Nous priver d'&#233;lectricit&#233; ne lui suffira pas, il faudra nous priver d'oxyg&#232;ne. Tuer les civils ne suffit pas, il faut emp&#234;cher qu'on les enterre. Il n'ira jamais bien, M. Ramon, parce qu'au bout de sa rage, les morts pourront le d&#233;signer &#224; ceux qui, comme eux, avant eux, partagent dans un autre espace, le paradis r&#233;el ou imaginaire des morts par terrorisme d'Etat (cathares, huguenots, juifs, tziganes, arm&#233;niens, palestiniens, &#8230;).&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Nous, par contre, nous allons bien, ceux d'entre nous qui vont mourir iront bien. Les autres aussi. La disproportion des bellig&#233;rants, l'h&#233;ro&#239;sme des faibles, l'&#233;normit&#233; des carnages, l'irr&#233;ductibilit&#233; des volont&#233;s, et surtout, surtout, la dimension des enjeux au-del&#224; de la guerre. Les actes de violence meurtri&#232;re, de tous bords, Grecs ou Troyens, Rome ou Carthage, Axe ou Alli&#233;s, Arabes ou Isra&#233;liens, sont toujours des actes condamnables, &#233;vitables, injustifiables. Mais l'enjeu se trouve ailleurs, il est &#233;thique et culturel, il est dans la capacit&#233; de l'esprit &#224; placer les valeurs morales au-dessus de la guerre et de la politique, il est dans la capacit&#233; de la communaut&#233; humaine &#224; construire l'avenir sur le meilleur d'elle-m&#234;me. Whether Hizbullah had been currently incorporated as part of the Lebanese army, or became incorporated into the Lebanese army in the future, does not justify Israel's destruction of Lebanon. La guerre est l'ennemie de la vie, laquelle n'est pas le contraire de la mort. Dans la nature, la mort fait partie de la vie, elle lui permet de se perp&#233;tuer. Alors que la guerre d&#233;truit la vie, l'emp&#234;che de se perp&#233;tuer. La pseudo tr&#234;ve d'hier, machiav&#233;liquement utilis&#233;e pour d&#233;truire davantage une partie de la zone frontali&#232;re, a permis &#224; un grand nombre de villageois du Sud de se ruer vers leur chez-soi, et de voir de pr&#232;s la v&#233;ritable signification de la guerre. Qui dira la douleur des pierres, la col&#232;re des fleurs, l'affliction des vergers ?
Les pierres g&#233;missent, je vous le jure, elles ont le regard d'un chien bless&#233; &#224; mort qui voit venir son ma&#238;tre. The Council must take immediate measures to protect civilians in both countries.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;The devastating attack on Qana on 30 July 2006 in southern Lebanon, in which the vast majority of victims were children, is symptomatic of the way in which this conflict has been fought to date.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Israel has failed to take necessary precautions to spare civilians. It has launched disproportionate attacks causing many civilian deaths and injuries. Israel has directly targeted civilian objects such as roads, bridges and power plants. In the case of the attack on Qana the Israeli authorities have claimed that Hizbullah used civilians as &#8220;human shields&#8221; &#8212; a tactic clearly prohibited under international humanitarian law. However, Israel has provided no evidence to support that allegation. Moreover, any such violation of international humanitarian law by Hizbullah would not have absolved Israel from its legal obligations to protect civilians by strictly observing the principle of proportionality. For its part, Hizbullah's firing of rockets against Israeli cities and towns violates the prohibition of direct attacks against the civilian population.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;With evidence of war crimes mounting on a daily basis, Amnesty International supports the High Commissioner for Human Rights in emphasizing that international law demands accountability and requires individual criminal responsibility especially for those in command and control. Amnesty International is disturbed to see that a draft resolution circulating among Council members fails to make any mention of the need for parties to the conflict to respect their obligations under international law or of the need to establish accountability. These questions must be addressed in the resolution which the Council prepares to adopt. The Council should also demand that the parties to the conflict immediately take all measures to effectively protect civilians and civilian objects by observing fully the principles of civilian immunity, distinction and proportionality.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Amnesty International notes Israel's announcements that it will conduct inquiries into the deaths of civilians at the hands of its own forces at Qana. We are deeply disappointed that no investigations have been announced regarding other incidents involving civilian deaths. Amnesty International calls for a thorough, independent and impartial inquiry to establish the facts surrounding all alleged serious violations of international humanitarian law committed by Israel and Hizbullah in this conflict. Such an inquiry could be conducted by the International Humanitarian Fact-Finding Commission established under Article 90 of Additional Protocol I to the 1949 Geneva Conventions. The General Assembly stressed, in adopting resolution A/RES/55/148, &#8220;the possibility of making use of the International Fact-Finding Commission in relation to an armed conflict, pursuant to article 90 of Protocol I&#8221; and recalled &#8220;that the International Fact-Finding Commission may, where necessary, facilitate, through its good offices, the restoration of an attitude of respect for the Geneva Conventions and the Protocol,&#8221;&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Amnesty International welcomes provisions in a current draft resolution circulating among Security Council members that call for an immediate cessation of hostilities and the need to create conditions for a permanent ceasefire and a lasting solution to the current crisis. Our organization is urging an immediate, full and effective ceasefire to protect civilians on both sides of the conflict. Amnesty International urges the Security Council to retain strong provisions to that effect in the resolution to be adopted.
